After passage by the Senate and the House, President Biden signed the Consolidated Appropriations Act, 2022, on March 15, 2022. The omnibus bill includes $3.8 billion in funding for the Low Income Home Energy Assistance Program (LIHEAP) for federal fiscal year (FFY) 2022, an increase of $50 million from the FFY 2021 level of $3.75 billion.
Congress also appropriated supplemental funds for LIHEAP in 2022. The American Rescue Plan Act (ARPA) provided LIHEAP with $4.5 billion in FFY 2021 that is available to states through the end of FFY 2022. The Infrastructure Investment and Jobs Act also provided LIHEAP with an additional $100 million for FFY 2022.
The U.S. Department of Health and Human Services (HHS) released $3.37 billion of FFY 2022 regular block grant funding on November 1, 2021, which was 90 percent of the anticipated funding based on FFY 2021 appropriations levels. This is customary when Congress is unable to pass a full year appropriation for the program at the start of the fiscal year.
