H.R. 83 – Consolidated and Further Continuing Appropriations Act, 2015 provided funding for LIHEAP through September 30, 2015. Funding was reduced slightly by about $34.2 million from $3.424 billion to $3,390 billion. The funding formula remains the same as FY 2014. In addition, the Act allows the Secretary to set-aside up to $3 million to support technical assistance, training and monitoring of program activities for compliance with internal controls, policies and procedures and also specifically overrides the authorizing legislation by allowing for the use of for-profit contractors. This is the same level and language as was included in FY 2014. The appropriation committees added clarifying language directing the “The Director of the Office of Community Service should ensure that funds provided for training and technical assistance are provided to organizations with significant expertise working with State, tribal and local home energy assistance programs”
